Origin

The character 督 combines a sound hint with a meaning component. The top part, 叔, tells you roughly how to pronounce the character—it has nothing to do with the meaning. The bottom part, 目, which pictures an eye, is the key to meaning: it represents observation and watching. When you put them together, the character came to mean "to supervise" or "to oversee"—the idea of keeping a close eye on something or someone to ensure they follow orders. The sense of leadership and urging others along grew from this core meaning of watchful oversight.
